A policy PDF is not a transfer hook. A two-of-three cannot encode the bank.
The rule the bank actually has does not fit a flat multisig: bank, compliance, founders. Mint authority on a server is the next incident. We put the gate in the program: transfer hook, whitelist, mint authority on a PDA. The four-signature path was approved then executed on testnet. iso-a went to mainnet with no minting key on a box we run.
